CWA vote entitlement percentage drops slightly for Rainbow, FPUD

The San Diego County Water Authority board approved the 2012 vote entitlement for SDCWA member agencies during its December 8 meeting, and the weighted vote for the Rainbow Municipal Water District and Fallbrook Public Utility District will decrease from the agencies’ 2011 vote entitlement.

The Rainbow Municipal Water District will have a 4.11 percent share of the CWA weighted vote during Calendar Year 2012 board meetings. The district had a 4.14 percent share in 2011, a 4.16 percent weighted vote during 2010, a 4.18 percent entitlement for 2009, and 4.20 percent of 2008 votes.

FPUD’s weighted vote for 2012 will be 2.45 percent. The agency had 2.46 of the Calendar Year 2011 weighted vote, a 2.48 percent share of the 2010 vote, 2.50 percent of the 2009 weighted vote, and 2.51 percent of the 2008 votes.

The 0.13 percent weighted vote for Camp Pendleton was unchanged from 2011. The base had 0.14 percent of the weighted vote in 2010 and 2009 and 0.15 percent in 2008.

The member vote entitlement is calculated based on the total financial contribution from each agency. The contribution amount includes all taxes, assessments, fees, and charges paid to or on behalf of the CWA by property located within the member agency’s boundary. The cost of water treatment is not included in the total financial contribution, but the totals include standby charges, capacity charges, infrastructure access charges, readiness-to-serve charges, connection and maintenance fees, and annexation fees as well as charges for water delivered and sold to CWA member agencies. The contribution amount covers the fiscal year ending June 30.

The total financial contribution of all 24 CWA member agencies was $9,303,360,044 for the period ending June 30, 2011, an increase from the previous year’s $8,879,225,898 total. Rainbow’s most recent contribution calculation was $382,189,219 while the district’s 2009-10 contribution was $351,566,225. FPUD’s 2010-11 contribution was $227,698,793 compared to $218,428,872 for the previous fiscal year. Camp Pendleton paid $11,768,921 for the recently-completed fiscal year and $11,722,897 in 2009-10.
