    RIVERSIDE - Riverside County residents who have neglected to pay a traffic ticket in the last few years could be eligible for a 50 percent discount on whatever they owe under a statewide amnesty program, it was announced today.     The County of San Diego amended its agreement with the Pauma Band of Luiseno Mission Indians to extend the deadline by which the Pauma band must enter into an agreement with the California Department of Transportation for improvements to State Route 76.     A fire that took place in the early morning Tuesday, October 12, at a Fallbrook home resulted in approximately $150,000 damage to the structure.
