DRB separate from Code Enforcement

Fallbrook, a town that is growing and revitalizing its downtown, has a key group that aids community members in understanding and implementing the zoning and design guidelines for the area’s buildings.

The Design Review Board (DRB) of the Fallbrook Community Planning Group is usually recommended by code enforcement officers to individuals who are not adhering to these rules. DRB is also responsible for reviewing plans of new structures and recommending approval to the county, based on the guidelines.

“When design guidelines are not met, it would then be up to Code Enforcement to take the appropriate action to rectify the discrepancy,” said Jedda Lorek, who serves on DRB. “This may include sending a proponent to [DRB] for guidance to bring the project in compliance.”

What they rarely do is file a complaint to code enforcement said DRB Chair Eileen Delaney. She said the only time they do get involved at that stage is as a last resort after an applicant has ignored their comments at the planning group level or something is so egregious many people in the community have asked them to fix it.

“We try really hard with businesses to make it work,” said Delaney. “We know how important business is.”

“[We] are thankful for the Design Review process; otherwise, we would have a hodgepodge of signs and storefronts,” said Jerri Patchett, president of the Fallbrook Beautification Alliance. “Next June, Fallbrook will be designated as one of the 100 Best Art Towns in America. It is important that we put our best foot forward and attend to the esthetics of our community.”
