    New response time standards for North County Fire Protection District emergency calls were adopted by the NCFPD board, Jan. 22.     The County Library system will be obtaining a centralized automated materials handling system. The San Diego County Board of Supervisors voted 5-0, Jan. 29, to authorize the director of the county’s Department of Purchasing and Contracting to issue a request for proposals for the procurement of an automated materials handler and to award a contract upon a determination of fair and reasonable pricing.     San Diego County’s Local Agency Formation Commission approved an update of processing fees for applications submitted to LAFCO. LAFCO’s 7-1 vote, Feb. 4, with county Supervisor Jim Desmond opposed, approved the new fees effective May 5.
