    A small brush fire broke out in the De Luz area north of Fallbrook in the afternoon Friday, Nov. 1, but firefighters were quickly able to stop it from spreading.     The Fallbrook Public Utility District Board of Directors voted to enter into a second-year contract renewal with Kirk Paving for road paving services provided to the district. FPUD relies on the contractor to pave roads that must be dug into in order to fix things like broken water lines.
